When do you?

When do you declare the Earth safe to walk again if humans survive the zombie apocalypse? How can we truly know that it is safe? Communities will be sheltered inside their walls, they won't know what is going on in the world. What about when medication runs out, then what do we do? These are the questions that puzzle us, and we seriously need to think about.
