That's a damn good question. It freaks me out to even truly consider it all. I'm afraid that quarantine would be priority and that it'll get really violent because I think you're correct, fighting would occur.
I would fight anyone denying my right to survive if I remain uninfected, that's for sure. I am a mother. I have every reason in the world to fight for my life.
i think they would work it in two phases.
PHASE 1 QUARENTINE: IN THE FIRST SIGNS THAT THE COUNTRY HAS LOST CONTROL. THE UNITED NATIONS AND OTHER COUNTRIES WILL ATTEMPT TO ISOLATE OR "QUARENTINE" THE COUNTRY INVOLVED TO PREVENT FURTHER SPREAD OF THE ZOMBIES. NATURALLY THE INHABITANTS OF THE SAID COUNTRY WILL REJECT THIS. BUT IT WILL BE MET WITH DEADLY FORCE.
PHASE 2 EXTERMINATION: IN THE SECOND PHASE. THEY WILL TRY TO ISOLATE THE INFECTED FROM THE NON INFECTED. WHEN THIS FAILS. THE SAME NUCLEAR OPTION THEY USED ON RACOON CITY IN RESIDENT EVIL 2 WILL BE IMPLIMENTED. THE BACILUS DECISION AS THEY CALLED IT WILL BE LAUNCHED INTO EFFECT. AND THAT SHOULD BE SELF EXPLANITORY. NUCLEAR BOMBARDMENT OF THE INFECTED COUNTRY TILL NOTHING EXISTS.
In said scenarios- the military's allegiance will play the most crucial factor.
Think of "Outbreak". They will fire bomb a specific area and probably end it-
But yes, quarantines would be in effect just as they were for Mad Cow and other diseases.
However, living in America- There will be those who cross the border regardless just as some may do while harboring some nasty diseases.
It will not be contained regardless of how they try-
but the military will decide how it goes regardless of political decisions.
